Building a rig for purpose is extremely important, in saving time effort and money. Also a simple rig is easier to work with for an animator. However the designer's should also look ahead, they may be saving time at this point, but causing more grievance later on if a sequel is decided upon, or heaven forbid, the storyline undergoes changes. Like in games, it could be important for rigs to be easily re-accessible/editable.
“Reminding the audience who Woody and Buzz were was a relatively straightforward task. But bringing back some of the minor characters from the first film posed unexpected challenges. ‘Woody and Buzz are tremendously complex computer models: we can go in and animate just a corner of Woody’s eyebrow to communicate a certain emotion or feeling,” McQueen adds, ‘But we build the simplest characters in a hurry, and they’re not really built to support any kind of emotive acting. The Aliens may have had a dozen controls, total; they were made for a very specific purpose in Toy Story. When we brought them back for Toy Story 2, we looked at the script and said ‘Oh, jeez, we have to make them run across a conveyor belt, and they don’t have legs that work!’’” Charles Solomon Pg 15/17
