This could perhaps be something Pixar technical artists did not approach in the best way... (I know, did I just say Pixar did something wrong?!) If there were these technical limitations before, which shaped the characters movements, it could have been useful for them to think about how the animator would use the rig and set some limitations on the rigs themselves. This would help in the animation process, although obviously also limiting the range of movement available, and the artists scope for what they can now do with the models, it might have been fitting for these characters.
